What a great way to show off some DSP or use your scraps. This would work with punches if you don't have circle dies.
Here was my inspiration.
Use the circles from the new Stylish Shapes Dies to cut 4 circles. I have the ones I used marked with a black dot. You need 1 large, 2 medium, and 1 small. You can use and combination of the DSP as you wish.
Attach the Starry Sky CS to your base. 5 1/4 x 4
Then add your White CS 5 x 3 3/4
Layer your circles on the white 5 x 3 3/4 piece. You can glue- use glue dots or Dimensionals-up to you.
Stamp your sentiment of choice with Starry Sky ink and use the Banner die that fits best.
Add to the card with Dimensionals.
